Requirements
- A colony must reach its maximum population capacity.
- There must be a habitable, uncolonized planet in the same system.
- Your empire must have a positive food surplus across all colonies.
How It Works
Once conditions are met, settlers depart automatically. Migration takes several turns depending on the target world. When settlers arrive, a new colony is founded with 1 population.
