The Galactic Council is a diplomatic institution that forms at turn 100. Once established, it holds votes every 50 turns to elect a Galactic Sovereign.
Formation
The Council forms automatically at turn 100, representing the growing interconnection of galactic civilizations. No special action is required.
Voting
- Votes occur every 50 turns (turns 100, 150, 200, etc.).
- Each living faction casts its votes for one candidate.
- Vote weight equals total population — larger empires have more say.
- Factions vote for whoever they have the best relationship with (or themselves).
- If any faction receives 75% or more of the total vote weight, they are elected Sovereign and achieve a Diplomatic Victory.
Influencing the Vote
To win the Council vote, you need near-universal approval. Focus on building strong relationships through trade, treaties, and avoiding wars. Having a large population helps since you always vote for yourself.
